The Company

PayPal has been revolutionizing commerce globally for more than 25 years. Creating innovative experiences that make moving money, selling, and shopping simple, personalized, and secure, PayPal empowers consumers and businesses in approximately 200 markets to join and thrive in the global economy.

We operate a global, two-sided network at scale that connects hundreds of millions of merchants and consumers. We help merchants and consumers connect, transact, and complete payments, whether they are online or in person. PayPal is more than a connection to third-party payment networks. We provide proprietary payment solutions accepted by merchants that enable the completion of payments on our platform on behalf of our customers.

We offer our customers the flexibility to use their accounts to purchase and receive payments for goods and services, as well as the ability to transfer and withdraw funds. We enable consumers to exchange funds more safely with merchants using a variety of funding sources, which may include a bank account, a PayPal or Venmo account balance, PayPal and Venmo branded credit products, a credit card, a debit card, certain cryptocurrencies, or other stored value products such as gift cards, and eligible credit card rewards. Our PayPal, Venmo, and Xoom products also make it safer and simpler for friends and family to transfer funds to each other. We offer merchants an end-to-end payments solution that provides authorization and settlement capabilities, as well as instant access to funds and payouts. We also help merchants connect with their customers, process exchanges and returns, and manage risk. We enable consumers to engage in cross-border shopping and merchants to extend their global reach while reducing the complexity and friction involved in enabling cross-border trade.

Our beliefs are the foundation for how we conduct business every day. We live each day guided by our core values of Inclusion, Innovation, Collaboration, and Wellness. Together, our values ensure that we work together as one global team with our customers at the center of everything we do – and they push us to ensure we take care of ourselves, each other, and our communities.

About the role

We’re looking for a Senior Manager, Engineering Recruiting to lead a team of recruiters supporting our Engineering organization. You will translate business priorities into recruiting plans, develop a strong team, and partner with Engineering leaders to hire the technical talent their organizations need.

This role requires someone who can move between strategy and execution: advising leaders on hiring priorities, coaching recruiters through complex searches, and addressing the issues that affect hiring results. You will bring sound judgment, technical recruiting expertise, and the ability to build productive partnerships across a complex organization.

What you’ll do

  • Lead and develop the team. Set clear expectations, provide regular coaching and feedback, and hold recruiters accountable for search quality, stakeholder partnership, candidate experience, and results. Build their ability to advise hiring managers and independently manage challenging searches.
  • Own recruiting delivery for your Engineering portfolio. Translate approved hiring plans into recruiting priorities, allocate team capacity based on role complexity and business needs, and adjust plans as priorities change.
  • Advise Engineering leaders. Build trusted relationships with senior leaders and hiring managers. Bring market insight and recruiting data to discussions about talent availability, role requirements, location, compensation, and hiring timelines. Challenge assumptions and recommend practical tradeoffs.
  • Guide technical search strategy. Help recruiters and sourcing partners develop targeted approaches for specialized and difficult-to-fill roles. Ensure searches reflect the skills, experience, and scope each team needs.
  • Strengthen hiring decisions. Partner with hiring managers to define clear role requirements, establish consistent evaluation criteria, and prepare interview teams to assess candidates effectively. Address unclear expectations or conflicting feedback that slows decisions.
  • Use data to improve results. Review pipeline health, conversion rates, time in stage, offer acceptance, and recruiter capacity. Identify the causes of hiring challenges and take focused action with the appropriate partners.
  • Support candidate engagement and closing. Coach recruiters on communicating the opportunity, understanding candidate motivations, and building thoughtful closing strategies. Engage directly when leadership involvement can help move a critical search forward.
  • Improve how the team operates. Address recurring issues within your portfolio and partner with Recruiting Operations, People Business Partners, Compensation, and recruiting leadership on improvements that require broader coordination.

What you’ll bring

  • Substantial experience in technical recruiting, including direct people leadership and responsibility for hiring across multiple Engineering teams.
  • A strong record of developing recruiters, managing performance, and building teams that deliver consistent results.
  • Experience recruiting across a range of engineering disciplines and levels, including senior and specialized technical positions.
  • The ability to earn credibility with senior Engineering leaders, influence decisions, and navigate competing priorities.
  • Strong judgment in assessing search progress, diagnosing problems, and deciding when to intervene or escalate.
  • Experience using recruiting data and talent market insights to guide decisions and communicate realistic expectations.
  • Clear, direct communication and the ability to make complex hiring issues understandable and actionable.
  • A commitment to fair, consistent assessment and a thoughtful experience for every candidate.

What success looks like

Your team understands its priorities, grows in capability, and delivers against agreed hiring plans. Engineering leaders have a clear view of progress and trust your advice. Hiring decisions are timely and well supported, and candidates experience a process that is organized, respectful, and clear.
